Points Based
System
2008 is
set to be the year when the Immigration Act in the UK is
effectively “torn up” and the Border and Immigration Agency (BIA)
aim to start again in tightening the British borders under a Points
Based System (PBS). This system is based on the seemingly effective
Australian and Canadian immigration systems. The goal is to provide
an objective and transparent immigration system that is fair for
all!
Underpinning the new
immigration system is a five tier framework.
-
Tier 1: Highly skilled individuals to contribute to growth and
productivity;

Tier 2: Skilled workers with a job offer to fill gaps in UK labour
force;
-
Tier 3: Limited numbers of low skilled workers needed to fill
temporary labour shortages;
-
Tier 4: Students;
-
Tier 5: Youth mobility and temporary workers: people allowed to
work in the UK for a limited period of time to satisfy primarily
non-economic objectives.
The
Tier 1 program is currently in effect and described further in this
site.
The
Tier 2 program has commenced in the form of businesses being able
to currently register as “UK based employers” for a role out of the
full Tier 2 program in October / November. Tier 2 will replace the
current work permit sponsorship program and all sub
categories.
Tier 5
which involves visa types such as the “soon to disappear” working
holiday maker visa being replaced by “Youth Mobility Program” looks
set to roll out in November / December.
Tiers 3
& 4 seem destined to be an issue for the New Year /
2009.
